Le rapport recommande la refonte du MTC
Il a était rendu publique, hier. Le rapport du Commission d’enquête institué en aout dernier, a finalement était déposé hier au parlement. Un rapport jugé « extrêmement accablant » contre la Mauritius Turf Club, selon le premier ministre. Rappelons-le, c’est le britannique Nick Parry qui présidé la commission d’enquête qui a pondu 23 recommandations.
Plusieurs institutions en ont pris pour leur grade, notamment la Mauritius Turf Club, la Gaming Regulatory Authority et la Police des Jeux. La GRA a sévèrement était critiqué pour avoir permis à SMS Pariaz d’opéré pendant 5 ans sans être connecté. La Police des Jeux est considérée comme manquant de ressources pour lutter contre la mafia des courses.
La commission a aussi demandé à la MTC de revoir son fonctionnement concernant la délivrance des permis d’exercer sur le turf mauricien.
« The Commission recommends that the regime for licensing and monitoring the behavior of all jockeys whilst they are employed in Mauritius should be changed to encompass a two-part process; (i) a licence granted by the new Regulator after due diligence checks, which should include checks on both the jockeyship competence of the individual as well as a check on the integrity and behavior of the jockey, to ensure a ‘suitable person’ test is met and (ii) a contract of employment between the new MTC and all jockeys (not between a trainer and jockey); the contract should include strong sanctions for breaches of a code of conduct which should also be linked to the license. In addition, the Commission considers, whilst recognizing the need for proportionality and affordability, that all jockeys (foreign and local) should be paid a fair rate for the job to minimize the risk of jockeys seeking nefarious means to support their wages.»
